Section 83
Administrative Organization and Staffing
(1) After considering the workload, revenue capacity, size of expenses, local needs and specificities of the rural municipality and municipality, only after adjusting the staff, based on the organization and management survey, the organizational structure should be established in the rural municipality or municipality with thematic branch or department.
(2) The organizational structure according to sub-section (1) should also include the organizational structure of each ward.
(3) The chief administrative officer shall analyze the jurisdiction and workload of the rural municipality or municipality and prepare a proposal for the appointment of employees required for permanent work and to be taken from the service contract based on the organization and management survey.
